CETi GSA Schedule - Work in Progress

The Computer Education Techniques, Inc. GSA schedule work-in-progress incorporates changes in how business model operations utilize information technology and combinations of hardware and software. The CETi machine-learning frameworks foundation were the D & B Open Ratings System, open source Moodle learning management system, and New York State Department of Education Bureau of Proprietary School Supervision licensing process. 1

CETi has been addressing the issues identified by the Dun & Bradstreet PPE: Past Performance Report that required improved quality and more comprehensive information technology training support services: mainframe, database, programming languages, Java, UNIX/Linux, and computer applications. The objective is to draw a distinction between the competitor entities in similar SIC codes and the information training services offered by CETi.

D & B Supplier Performance and Rating

The Dun and Bradstreet independent evaluation contracted by Computer Education Techniques dba SYS-ED was an overall rating of 90 and a SIC second level quintile. The decision was made to apply a machine-learning architecture and make a long term investment in information technology training resource inputs, website infrastructure, and instructor training prior to submitting a GSA Schedule and resubmitting its license application to the New York State Department of Education - Bureau of Proprietary School Supervision. Courseware needed to be improved to meet academic standards, textbooks extended, and training aids created. The CETi business model also would be expanded to include source commercial software and open source purveyor certification requirements - pathway to achieving and certified recognition - component and full. CETi and SYS-ED website infrastructure would be used to demonstrate software that would be taught and manage the required administration and client support services.


D & B Machine-learning Extended

CETi has been using its D & B PPE as a baseline not only for improving its courses, training training programs, and its ancillary business models, and programs, but as a foundation component for its machine-learning framework. The alternative methods for demonstrating a pattern of performance to qualify for a GSA Schedule also have been incorporated into the CETi machine learning framework. 2

The D & B machine-learning derived pinwheels include: 1 - customer service: forms, 2 - professional training service: transactional deliverables, and 3 - return on investment: quantifiable.

Machine-learning software has been applied to the CETi libraries and research to improve the quality and completeness of information technology course instruction and support services. CETi and SYS-ED libraries have been organized for use in the open source Tensorflow and AI Acumos.

Database Schema and Machine-learning

Database schema are specific to the SYS-ED root, parent, sibling, ancestor, and descendant namespaces. From 2002 - through February 2020, there was a sysed.com and 23 categorized and software specific websites. This included a SYS-ED mobile website and two research websites: Apple platform and security. The libraries currently are located within the www.computeredtech.com namespace.

The data, use, and adjustments to the mathematical models and machine-learning architecture are proprietary. Patents will be submitted for combinations of the open source and private intellectual property code and proprietary data.


Test Marketing

Two SYS-ED machine-learning frameworks are being test marketed: mainframe and pcwebapplications training.

Each has an advanced search; updated and new course titles/subject matter will be provided through the CETi course search engine. An upload of new course titles and subject matter is scheduled for the fourth quarter 2022. It is awaiting signature approval from the Director of Education or company board of directors.

The CETi board of directors will be rendering a decision on the eight other SYS-ED machine-learning frameworks and their parent and sibling website namespaces. Additional advanced searches are being developed to provide efficient ways of reviewing and assessing course titles, subject matter, specialized training, and integrated sequences of teaching and learning information technology subject matter.

Footnote 2:

D&B required between 4 and 20 references that can deliver requisite answers about a particular firm as proof of successful performance on past contracts. CETi is applying that baseline criteria to its aggregation and evaluation of proprietary and open source software websites. In addition, CETi's courses and training programs offered through accredited academia will require that the client institution administer the assessment validation and provide return on investment employment data.
