CETi GSA Schedule - Past Performance Requirements

Open Rating is a system developed by Dun and Bradstreet to gather reference data for eligible vendors. The data is required for the overall service administration along with federal and state firms.  D&B requires between 4 and 20 references that can deliver requisite answers about a particular firm to finish the Open Rating procees. It is a commercial for pay service.

The Open Ratings System has been used as a proof for successful performance on past contracts. Procurement officers can evaluate individual Open Ratings scores for use in the bid process. The score is dependent upon a distinction between the way other business associates in similar SIC codes provide answers for the Open Ratings System and the way in which your customer does.

Supplier Performance Rating provides the assessment of overall rating and a SIC: Standard Industry Classification System level benchmark.  It is an indicator of the supplier’s Overall Performance Rating in comparison to it’s SIC group; CETi has been concentrating on improving it’s D & B ratings for its supplier performance.

These questions will be incorporated into the post course evaluation as a machine-learning framework balast. The New York State Bureau of Proprietary School Supervision standards and license also will provide another level of consumer protection.

In the opinion of CETi management, a major shortcoming in the D & B evaluation of the CETi dba SYS-ED training service was that it did not identify and confirm that the sample programs were aligned with the workshops used in teaching the client organization's industry- business model specific requirement. And the work-related coding output of the employee student/clients. That is being addressed both in the CETi website database and its outward facing forms. The minimum evaluation for a CETi course is the client designated course evaluation form and a web-based form available during the course. Although CETi will have its own metrics for evaluating performance, the preference and plan is to have the post IT training evaluation performed by an independent third party and accredited academia.

Coursework from Cornell University has been incorporated into a machine-learning framework for applying open source Tensorflow and AI Acumos to address the shortcomings in the D & B detailed performance ratings. A patent - proprietary and open source and proprietary data, algorithms, and database schema will be submitted and applied to the design, interaction (16! and 60! - basic will be tested first) code. This also will include continuous update and randomizer(s) - "natural" and management controlled.
